Nineteen of Daniil Medvedev's 21 championships have been earned on hardcourt
A comeback the Russian player secured his initial title for 882 days with a win over opponent Moutet in the tournament title decider.
Medvedev, a ex- number one, has endured a difficult year, managing just one match at the Grand Slams and experiencing a setback at the New York tournament.
Medvedev's varied form on the tennis tour - and difficulties with his serve in specific - led to him falling of the world's top 10 and eventually separating with former trainer Gilles Cervara.
Presently training with his coach and Rohan Goetzke, Medvedev has gradually advanced in the recent weeks - culminating in a hard-fought three-set triumph over opponent Moutet.
This marks his maiden title following the Italian tournament and initial on a hard surface since that period of the previous year.
Victory also means he has secured twenty-one championships at twenty-one different events.
"It's the first time I'm at a tournament with my both daughters simultaneously, so to secure a title is particularly special," stated ranked player Daniil Medvedev.
"This victory is in honour of my child Victoria, because the first title I got when my child her name was born was for her."
Medvedev, the past champion, had lost his last six championship matches, featuring in that event previously this season.
The player's defensive approach and frequent reactions on the playing surface had led observers to doubt if his skill to play at the highest level was concluded.
Yet the player has implemented adjustments in recent weeks, striving to come to the net and play aggressively, reinforced by an improved serving game.
He recovered from a break down in the first set against the tricky opponent, winning 4 of the last five exchanges to gain the advantage.
The pair swapped service breaks in the middle set before Moutet, striving for his maiden professional title, seized the initiative to force a final set.
The opponent defended four early-game opportunities in a close deciding set before the champion secured a break to 15 to secure the win.
Suitably, the winner clinched the win with a point at the net, with the Frenchman incapable to control a shot after over two and a half hours.
